PIA of GA 2008 Legislative Report : Issue 8

Overview

Tuesday, March 11, was day 30 - crossover day - and in most cases bills must pass in the legislative chamber, House or Senate, in which they were introduced, or else bills that fail to survive the day 30 deadline are dead for the session - in most cases. This report includes only those insurance-related bills that survived the day 30 deadline by being passed by either the House or Senate. Day 32 of the session has been scheduled for Tuesday, March 18.

Overview

This week, the General Assembly was in session on March 4, 5 and 6, and at this time the lawmakers have completed 29 days of the annual 40 days allowed by law for the annual session. The crossover day deadline, Day #30, for bills to pass either the House or Senate to be considered further during the remaining days of the session is March 11.

The 30th legislative day on March 11 will for certain be the longest day of the session thus far for members of the House and Senate. For the next three weeks, the lawmakers will be in session on Tuesday, Wednesday and Thursday. The final legislative day of the 2008 legislative session will likely be during the first week of April.

The following is a summary of the legislative activities of interest to insurers this past week:

Overview

The House and Senate were in session this week from Tuesday through Friday.  The lawmakers may follow the same four-day schedule next week or they may opt to be in session only three days.  Friday, February 29, was day #26 of the annual 40-day legislative session.

Day #30 is a key legislative day, which is often referred to as “crossover day”.  With a few exceptions, this is the deadline for bills to be passed by one legislative chamber, House or Senate, to be considered during the remaining days of the 2008 legislative session.

During the next several legislative days, there will be considerable legislative action by House and Senate committees as the lawmakers make a push on their bills to have them approved in committee and by the House or Senate prior to the 30-day “crossover” deadline.
